Spectrum Master ClassAbout the CourseInterConnect's Spectrum Master Class is an ideal training resource for professionals involved in or wishing to learn more about the radio spectrum, particularly those working for operators, regulators and other telecommunications organisations. The course will provide delegates with knowledge of the latest developments in spectrum regulation including the importance of spectrum management, spectrum policy and planning and the role of spectrum monitoring.

The dates for 2010 are: 17 - 21 May 2010 4 - 8 October 2010 Registering for the Spectrum Master Class is quick and easy. You can either register online through the website or you can complete a hard copy booking form which can be faxed or scanned and emailed to us.
For hard-copy registrations, download the course brochure (left) and complete the registration information on the last page of the brochure in full and return to us. Please ensure you include a valid email address for follow-up course information.If possible, however, we would prefer to receive online registrations as handwritten (and faxed) responses can be difficult to read sometimes. To register online, please complete the online booking form and submit. Please include a valid email address for all delegates as these are used to confirm registration and to send additional information regarding attendance. N. B. The Spectrum Master Class costs £2895 (excluding VAT) and which includes accommodation at the course venue. We are happy to offer discounts on our standard pricing but only in relation to multiple bookings and a formal structure for this applies. UK Value Added Tax (VAT) is chargeable on all bookings for the Master Classes. The standard UK rate is currently 17.5%. There are however circumstances under which VAT will be zero rated for certain Government organisations. Presenters for the Spectrum Master Class and a short bio for each are outlined below:
John Berry
John Berry started in radiocommunications design with Marconi Mobile Radio, and then with Philips and Aircall where he was responsible for mobile, base station, microwave link and infrastructure equipment development in the VHF, UHF and SHF region. In 1996, with MELCommunications, he led the management buy out to form ATDI Ltd. Since then John has been a regular presenter on communications and spectrum management subjects at civil and military international symposiums. For 12 years he has led major radio and spectrum management consultancy and software engineering projects contributing hugely to Europe’s telecommunications infrastructure and spectrum management policies. John has a BSc in Electrical and Electronic Engineering, a BA in European studies and an MBA majoring in Technology Management. He is a Chartered Engineer and a Fellow of both the Institution of Engineering and Technology and of the Chartered Management Institute. He is author of over 60 published papers on spectrum management and radiocommunications.
David Barret
David Barrett has a wealth of experience acquired over the past twenty years in representing the UK and other nations at the various Regional Radio Conferences and World Radio Conferences. His specialisms are broadcasting and satellite though he retains an active interest and competence in general spectrum policy across the services. David is responsible for development of the frequency coordination procedures established by RRC-06 and for the regulatory procedure for satellite frequency coordination in WRC-03, and for the update in WRC-07, which then became Appendix 4 of the Regulations. He has chaired ITU task groups and represented CEPT internationally. His knowledge of the ITU procedures, recommendations and the radio regulations is extensive and he is credited with creating the ITU’s Radiocommunications Data Dictionary. He is an accomplished consultant and presenter.
Karl van Heeswijk
Karl has been involved in radiocommunications for over 25 years. His work as a consultant has involved the design of radio communications systems, frequency planning, interference resolution, network optimisation, spectrum management and coverage planning. Karl also extensive experience in training and has delivered technical training courses on all aspects of telecommunications, specialising in digital and analogue radio systems, both mobile and fixed. Karl’s recent work has been as a long-term spectrum advisor to the TRA in Bahrain where he was responsible for managing the development and implementation of a light licensing regime for the 2.4 and 5.8 GHz bands. He also managed the auction of two national fixed wireless licences in the 3.5 GHz band and is currently assisting with the preparation of a national spectrum planning and allocation policy, and a spectrum licensing and assignment policy.
Mike Goddard
Mike Goddard has 40 years’ experience in spectrum planning nationally and internationally in the UK administration. He was a member of the Radiocommunications Agency’s senior management team and was acting Chief Executive of the Agency when its functions were transferred to Ofcom. He was a member of the Board, and for a short period Chairman, of RSI International, a joint venture consulting business in the field of spectrum management. He has played a leading role in the development of spectrum reviews, national spectrum strategies, and more recently the development and implementation of ground-breaking spectrum reform in the public sector. Mike was Director, Spectrum and International Policy, in the United Kingdom’s communications regulator, Ofcom. His responsibilities included the development of the UK’s overall spectrum allocation policy, with particular emphasis on the interface with government departments, and developing and representing the UK’s position in relevant international fora. He represented Ofcom on the UK Government’s high-level Spectrum Strategy Committee and chaired several of the supporting groups. His involvement in international work dates back to 1972 and he has been involved in major ITU conferences since 1977. He led the UK delegation to ITU World Radio Conferences from 1987 to 2007, and to the Regional Radiocommuncations Conference on Digital Broadcasting in 2006. He has also led delegations to three ITU Plenipotentiary Conferences and served as the UK Member of the ITU Council, including one period as vice-chairman of the Council. Mike is an associate consultant with Real Wireless.
Phillipa Marks is a specialist in the analysis of economic, public policy and regulatory issues in the telecommunications and media industries and a leading expert in the development of economic approaches to spectrum management. Phillipa has advised a number of organisations on the implications of convergence for spectrum strategy, spectrum pricing and strategy and the potential constraints on the application of economic approaches to spectrum management.
Tony Harris
Tony Harris is a Spectrum Monitoring and Management consultant with 25 years experience in spectrum engineering, monitoring and management with Ofcom and the UK’s previous spectrum regulators including 7 years as Head of Monitoring at Baldock Radio Monitoring Station. He has extensive technical and regulatory experience within ITU-R and CEPT study groups, working parties and project teams. He has particular expertise in spectrum monitoring, direction-finding, interference resolution, EMC measurement techniques and standards, with extensive experience in the management and staffing of spectrum monitoring and management operations, and the development of procedures.
